Yet the United States hasn’t made a serious investment in public pools since the Great Depression, when scores of grand public pools were erected in many parts of the country under President Franklin Roosevelt’s New Deal programs, according to Jeff Wiltse, the author of “Contested Waters,” a book about the history of swimming pools. In the 1960s, many towns across the South filled or destroyed their public pools rather than allow Black Americans to swim in them.
